Actor (stakeholder, agent)

Any stakeholder (person, group, or organization) that can affect a system under study. Individual or organization that interacts within a process or a system to achieve a goal that responds to a strategy, implicit or explicit. However, an individual, highly located in the hierarchy, is not necessarily an actor.
