Pros-cons

Technique for evaluating policy ideas; involves listing all potential positive aspects and outcomes of a planned action and all potential negative aspects and outcomes. The analysis that follows seeks the policy that has the greatest number of “pros” and fewest “cons.” The analysis would involve not just a counting of the pros and cons, but an evaluation of their impacts, costs, and other consequences.
