Technique that allows classifying factors according to the criteria of Importance and Governance. The importance means the relevance, conformity or consistency of each factor with respect to the future of the topic. The governance means the control or dominion that those who are participating in the exercise have over each factor. The IGO allows prioritizing factors, technologies, actions, projects, etc. with the purpose of contributing to the prioritization of the ideas with which the scenarios and the actions or projects that would allow their construction or elaboration. The process and mathematical treatment of the IGO is very simple. It is based on the principle of ideas previously prioritized through brainstorming, a checklist or other prior instrument already known. Experts or raters are asked to consider the concepts of materiality and governance. Table 1. Example of factors of change or ideas that were qualified according to the criteria of Importance and Governance If each rating is given the coordinate value, it is perfectly feasible to locate each factor on a Cartesian plane according to the respective importance and governance ratings. The lines that appear in the center indicate the average, both in importance and governability. Division into four zones The high importance zone is above the average and the low importance zone is below the average line. The area of low governance is below the average governance and the area of high governance is above the average line. (Graph 2). Graph 2. Areas of high and low importance Based on the above criteria, the plan can be considered divided into four zones (See Figure 3) Graph 3. The four zones of the Cartesian plane Each area has a special feature.The factors in the upper right area could be called: zone of immediate actions. The lower right zone shows factors that could be called: zone of less urgent actions. It is necessary to configure a logical syntax for the logical ordering of the phenomena in a context where their cause and effect relationships are evidenced. (See Graph 4) Graph 4. The IGO tool allows prioritizing development factors which need to be placed in a context where causal relationships are made explicit.
